01The Challenge
Government digital services carry requirements that commercial software rarely has to satisfy at the same time: accessibility as an obligation rather than a preference, data residency constraints, auditability, role separation, and a user base that cannot be assumed to have a particular device, connection, or level of familiarity.
The underlying processes are typically established, documented, and consequential. They cannot be redesigned to suit a convenient technical shape — the system has to accommodate the process as it actually operates.
02The Approach
Work began from the operational process rather than the interface: who submits, who reviews, what triggers an approval, what must be recorded, and what happens when something is refused or refunded.
Platform capability was used before custom code wherever it held up, with Power Platform components carrying standard workflow, and custom Liquid, FetchXML, and integration work reserved for the parts that genuinely required it.
Access control, audit history, and accessibility were treated as structural rather than as a final pass, since retrofitting any of the three into a delivered portal is materially harder than designing for them.
